Mayor Riley Reflects on Hugo
Twenty-three years after Hurricane Hugo devastated the Charleston area, Mayor Joseph P. Riley sat down with Citadel Cadet Steven Foster to reflect on his handling of the storm and its long term impact on the region.
Foster, a Citadel senior, conducted the interview as part of his capstone history project in the fall of 2012. Riley explained to Foster that the severity of the storm hit home when he saw City Hall's roof in the street: "I knew if the violence could crumple up our heavy duty metal roof, that something was happening out there, the degree to which no one alive had ever seen in this community."
